I couldn't find an answer in any of the specs as to whether the meter element is expected to be focusable.

I don't think it should be focusable. Despite being labelable and palpable, it's not really an interactive element. It can also contain other interactive elements, in which case making the meter focusable could get messy. I'd say it just needs to have a clear accessible object with a robust approach to exposing its relevant attribute values.

Note <meter> is a labelable element, but I don't think it should be focusable by default (its not in chrome or firefox), as its not an interactive element. it is exposed as a progressbar.
