https://w3c.github.io/repo-management.html doesn't seem to define what non-substantive means.

the button "mark as non-substantive" is annotated with an icon that links to https://www.w3.org/Consortium/Process/#substantive-change

I've filed w3c/w3c.github.io#109 to document it in https://w3c.github.io/repo-management.html as well

(maybe we should use the phrasing "editorial change" now that this is defined in the process?)

One thing that came up while I was discussing this in the context of whatwg/sg#63 is that "editorial change" might not be what you want here as you probably want explicit copyright assignment if the contribution is large, but non-normative, e.g., a set of examples?

@wseltzer do we have / need any special process for copyright assignment of substantial editorial changes?

my understanding is that the repo manager only focuses on securing RF licensing rights, not copyright licenses (although for people contributing under WG/CG agreements, both are covered at once)
