About separation, happy to discuss. Should we spin up a new issue?

No strong opinions about separation. I still personally have reservations regarding scope, but will discuss internally. I'm also a bit on the fence about the default scope being the origin. I'd feel more comfortable if scope was just the current document, and then scope could be expanded via options.

I'm not entirely sold on .canBadgeDocument(). I think if the Badge API is there, canBadgeDocument is implied... otherwise, the UA shouldn't include the API.

Edit: Actually, let me close #1 since it's quite long and it's about talking about app vs tab, which we have. And I'll start a new issue to discuss the separation.

Oops, we never landed this, but I think it's probably obsolete now since it was written against the explainer about 2 rewrites ago. Can I close?
