https://drafts.csswg.org/css-backgrounds/#background-position has:

Value: <bg-position>

I think that should be Value: <bg-position># since lists are allowed (see https://drafts.csswg.org/css-backgrounds-3/#layering).

Yep, that's definitely a regression from the 2014 CR. Error in the revision to use <bg-position> instead of <position> or # instead of *, I'm guessing.
