Discussions also happen in other places e.g. Meetings and mailing lists. This extension includes the concepts initially agreed to seed the nis2 extension, and that's what's in the commit I think.

The large commit explicitly says "see #147 for discussion". It is therefore logical to expect to find at least an echo or summary of any discussion that took place elsewhere, here.
