In the long discussions around #725 and #983 it became clear that there was some discomfort about the fact that elements from both the DCAT and non-DCAT namespace were included in the RDF file. The non-DCAT terms mostly only have some additional documentation and usage notes relative to their canonical external representations.
It seems that it might be preferable to separate these two sets of definitions into different RDF files.
