Provide means to express rights relating to reuse of DCAT metadata

This could be done by specifying dct:rights for dcat:CatalogRecord. However, it is often considered unhelpful to limit the reuse of metadata, in particular in open data environments.

Is the same pattern we indicated for Datasets and Distributions (https://w3c.github.io/dxwg/dcat/#license-rights) applicable here for dcat:CatalogRecord?

As pointed out by @makxdekkers, limiting the use of metadata is often considered unhelpful. Nevertheless, DCAT works under the open-world assumption, and guidelines/properties discussed in https://www.w3.org/TR/vocab-dcat-2/#license-rights can also be applied to dcat:CatalogRecord if needed by specific cases.
