as required by action-198, I am proposing a paragraph discouraging the use of blank nodes. I hope this give a balanced interpretation of the discussion for issue #300. Please @jakubklimek and @makxdekkers feel free to adjust it.

However, we now have a normative statement 'SHOULD' inside a section marked 'Non-normative'. I wonder if this needs to be moved down into section 6?
