shuffled order so properties are listed under the primary relevant class

@danbri pointed out the existence of sdo:WebAPI (in schema.org Pending) so I've added in a potential mapping from dcat:DataService See https://rawgit.com/w3c/dxwg/dcat-issue849/dcat/#dcat-sdo |
