[css-motion] properties should probably apply only to transformable elements #58

The properties in the Motion paths spec should probably all apply only to transformable elements since that's what transform properties apply to, and this hooks in to transform processing. (If you want to apply to more, you need to, say, explain how it applies to non-replaced inlines, etc.)
