HTML5.2 implementation report

We need an implementation report to exit CR. A draft report is in progress.

We need to add the changes from WD7 to WD8 to the draft report referenced ^^. Then the editors need to go through their commits and fill in the test/interop data for each one.

There seems to be an issue with the markup of the report. A stray end TD and one of the links looks like it is sitting outside the table.

@russmaxdesign Thanks a lot for the report - this should be fixed by w3c/test-results@ef93d3f.

@LJWatson I've done my part - and took the liberty of doing some of @stevefaulkner 's ones as well (seemed like a lot to do for one person) - but I'm not sure how to check for conformance on some of the bits without actually peeking at the source. Those have ? marks in the status.
