Links to illustrations in the Japanese version

In the Japanese-only version, the links to the illustrations are "Figure x" instead of "図x". This seems to be a regression.

(For an example, compare the first paragraph in ED § 2.2.3 in the 日本語 mode and WG Note § 2.2.3.)

I think we chatted on this before, resulted that it could need some update on respec (or something external) side, and concluded to mark this as future.
It seems it could be possible with adding some script lines to onload, but let me propose 'future' for this.

Ah, right. After some searching, I found this issue: https://github.com/w3c/respec/issues/2339

I agree that we can label this as future for now.
