RTCRtpCodecCapability: maximum simulcast streams? #658

Several questions have arisen relating to simulcast support:

  1. How does a developer discover whether simulcast is supported for a video codec?
  2. How does the developer discover the maximum number of simulcast streams that can be sent?
  3. How does the develop know if an implementation supports reception of simulcast or just sending?

To address these issue, does it make sense to add a maxSimulcasts attribute to RTCRtpCodecCapability?
