I believe we will need to update the reference URL in Section 4 (IANA considerations) once this goes to FPWD. Should we use the "latest version" URL, likely to be https://www.w3.org/TR/payment-method-manifest/ ?

Ah, well, it certainly needs to reflect the repository move. I'll update that at least, and leave this open for discussing /TR/ vs. ED URLs.

Regarding TR v. ED; I looked in our guidelines [1] but didn't find any advice. We can ask @plehegar.
