Need to decide and indicate Normative and non-normative terms in Vocab (+ at risk terms)

Proposal, split vocab into Core Vocab (normative) and Common Vocab (non-normative).
The starting Core Vocab can be all the concepts/terms defined in the Info Model.

Then see results of implementors survey on Common terms that could become Core.

What property/object do we use to indicate a term is non-normative in the ontology?
Might be good to try and use SKOS?
I like the idea of a skos:scopeNote - the "scope" of the term is non-normative??

Any other options?

And then what is the object? a literal "non-normative"
or resource "http://www.w3.org/Consortium/Process/non-normative"
