reverts PR #81, changing 3.4
implements the requested revert in #97
clarifies that the team shepherds Amended Recs
tries to clarify #110 that amended recs follow the candidate rec process, not that they ARE CRs; use the phrase candidate Amended Rec
implements #108, use the phrase Team Contact not Staff Contact
implements #111 "editorial changes" and links up better to clarify
implements #113 capitalization of host
implements #114 and makes the bullets and terms match up better

Merging as agreed on 2nd Nov AB call, and with the W3M's anticipatory approval
