Formula for dropNTSC time expressions is incorrect.

Charles Ritchea reports [1] that the dropNTSC computation in TTML1 Appendix N.3 [2] is incorrect. Corresponding text in TTML2 [3] also needs corrected.

The errata that fixes this has not yet been incorporated into the TTML1 3e text.
