Echidna was still unhappy with this URI after all. Changing to the leveled shortname should work

In fact it does not pass echidna, the spec being in CR. If there's no substantial change since the CR Snapshot, we can try to publish a CR Draft using echidna (but I'm still confused about why it asked for the -3 at the end of the history URI since in theory we got rid of the levels).
