Update Translations page

Direct link to French translations for example: https://deploy-preview-396--wai-website.netlify.app/translations/#fr

Goal here is to better align the presentation of this page with the new WCAG Translations page. Not a total redesign.

Key changes:

• H3s are used to better differentiate sections: "Resources" - "Standards/Guidelines" - "Video Subtitles"
• "Authorized"/"Unofficial" label is added next to translations of standards.
• List of Standards Translations is now stored in https://github.com/w3c/wai-website-data/blob/master/standards-translations.yml, no more in the page frontmatter. Resolves [translations] linking offsite? wai-translations#176
• "Subtitles-only" translations are manually listed in the frontmatter. Video subtitles are not included in the listing if the related page is translated.
