We don't understand how we can remove region IDs completely as they are used to associate regions with cues.
It seems we could indeed have a ::region(id) selector.
If we create a ::region(id) selector, we will also need to apply the id to the DocumentFragment and therefore resolve https://www.w3.org/Bugs/Public/show_bug.cgi?id=28471 .

I think it makes sense to expose the id in the API and add a selector for it. I'll work on a proposal.
