This MR is incomplete and currently breaks the document - revisit and retarget to Publication-2.0

add consistent header, links to main web page, social media icons.  Note: this removed W3C from the title, which might be a good thing generally, but it should be added to all of them.  For now I'll make this one consistent with the others.
We propose a use case for smart home domain.
modified to use list items for second level items.
According to the agreement at Use Case Call on Sept. 7, I would like Use Case TF to merge wot-usecase-echonet.html into use case document.
Editorial cleanup - removing obsolete blank headings
Adding Echonet contributors to Acknowledgement section
