add task assignment functionality to task builder

  • this is needed in order to figure out who is eligible for the tasks

notes:

  • task assignment done by some form of targeting
  • in this case it will be if the user belongs to certain subreddits/stack exchange communities; can expand to whether user has over certain amount of reputation, etc.
