The default config is hardcoded in

required-google-analytics/assets/js/src/inline-script.js

Line 26 in 6ac10ef

gtag( 'config', '__PROPERTY_ID__', { anonymize_ip: true, forceSSL: true } );

There should be a filter to allow extending the config, for example to add custom dimensions and metrics.
