Steps to Reproduce:
This has been happening on recent versions of Firefox including 98. The screen jiggles up and down briefly as I open the page. This happens on this web site all the time. I tried the same web page on Microsoft Edge and it does NOT jiggle up and down.

We appreciate your report. I was able to reproduce the issue. The page header jumps from its original position when accessing the page:

Operating System: Windows 10 PRO x64

Notes:

1. Reproducible regardless of the status of ETP.
2. Reproducible on the latest build of Firefox Nightly.
3. Works as expected using Edge:
