Since we're creating a new talk page anyway when we add the WikiProject Articles for creation and other WikiProject banners, we should add {{Talk header}} so new users and such viewing the page have access to the full link directory.

That's what I get for not testing adequately. Apparently, the `exists()` function of `Title` sometimes returns `true` when it isn't supposed to, leading to edits like [this one](https://en.wikipedia.org/w/index.php?diff=706488164).
