A big (~2 minute) blocker in the bootstrap process was because
node-authorizerwould fail to start right away, and not be restarted until roughly 2 minutes later bykops-configuration. Sincesystemdonly introduced the ability to restart aoneshotservice on failure a week ago in master, this uses a bash loop to emulate that behaviour.
