The changes in this patch are exclusively made by the phpcbf tool.
Pinging @umherirrender and maybe @legoktm, as they might be interested in this. This component is already in MediaWiki core's vendor directory. I'm told it follows the upstream Hamcrest coding standard, but I would like to argue it should follow our standards.
