level 8 `cryosphere... to be deleted
clash between core topic and core data (data policy) can we find another word to avoid confusion?
when we say that domain specific topic is defined by domain experts we give the impression that it is not a controlled vocabulary and it is free to the domain experts. I think it's a be more complex.
core data -> topic fully controlled and managed by WMO
recommended data -> "core levels" defined by WMO, other levels defined by users and communicated to Secretariat
