Refactor XACML Registry implementation

Refactors the xacml registry impl code. Following changes are incorporated:

1. Reintroduces the extension point for PDP PolicyDataStore since removing this was not an informed decision.
2. Reintroduces PolicyStoreManageModule interface for backward compatibility.
3. Extracts common implementation from registry and db impls into util methods
4. Introduces default implementations for some interface methods which are shared across impls

• Confirm this PR doesn't commit any keys, passwords, tokens, usernames, or other secrets.
• Are all UI and API inputs run through forms or serializers?
• Are all external inputs validated and sanitized appropriately?
• Does all branching logic have a default case?
• Does this solution handle outliers and edge cases gracefully?
• Are all external communications secured and restricted to SSL?

Documentation
