This PR:

Removes 11ty, and provides documentation as Markdown files that can be read from within GitHub, as apposed to on a published website.
Removes publishing to GitHub Pages.
Updates references to GOV.UK Design System with equivalents on the NHS.UK Design System.

The overall effect is to remove dependencies and simplify the structure and content contained within this project.
