Description

• Closes [DOC]: Update Planned Feature and Releasing a New Version sections #210
• Update overview of the project, planned features, and feature criteria sections in README.rst and `index.rst
• Remove instructions related to "v" for version and add link to conda-forge feedstock in project_maintenance.rst
