- Update overview of the project, planned features, and feature criteria sections in `README.rst` and `index.rst
- Remove instructions related to "v" for version and add link to conda-forge feedstock in `project_maintenance.rst`
- Swap order of commands for releasing new version

GH Actions is experiencing degraded performance so the checks weren't running. I decided to bypass them for this PR to allow merging.
