Este reconhecedor recebe um tabuleiro, e devolve o valor lógico verdade se existir alguma
posição na linha do topo do tabuleiro (linha 17) que esteja preenchida, e falso caso contrário.

Task of: #5 2.1.2 Tipo tabuleiro
