Add common action parameter: email-notification #23

Possible values: owners or administrators.

If 'owners', any email notice will go to to the house owner.
If 'administrators', email notice go to the admins.

The email addresses are configured in zone-api-config.yml.

New parameter available to all actions: notificationAudiences. Possible values: 'owners' or 'administrators'.
