Actual behaviour

When updating Zammad, Locales and Translations are not synchronized so that the new state is not reflected in the GUI.

Expected behaviour

When updating Zammad, Locales and Translations should be synchronized so that the new state is reflected in the GUI.

Steps to reproduce the behaviour

Delete all translations in a running cluster. Then restart the cluster - Translations will not be synchronized again. It currently only happens during the seeding.
