incorporate setup process into the startup

for now we echo warning that You have to setup services in advance using: ./zebrunner.sh setup.
let's improve a little bit and start automatically setup process for non-configured env.
Note: make sure you exit after finishing embedded setup to avoid double startup operations

done. as of now we can execute ./zebrunner.sh start and instead of warning it should proceed with configuration steps requisting required info aka protocol, hostname and port.
Also jenkins, mcloud and selenoid have the same functionality on-board so please test them as well
