Describe the feature

VS Code has a very nifty feature called sticky scroll, as the VS Code team explains it:

As you scroll through your code, namespaces, classes, and methods will stick to the top of the editor!

If applicable, add mockups / screenshots to help present your vision of the feature

I reported this in #5974 but was reminded that it's actually a duplicate of #5344.
Everyone go upvote #5344!

Appreciate the feedback @mmnathan. I'll close this out in favor of #5344, though it is a bit of a conundrum since both issues have the same number of votes 🤣. Hopefully, everyone here upvotes over there.
