Github actions is executed only when pushing to master directly or initiating a pull request.
Added formatter check to github actions.
Ignoring some failing tests.

Added formatter check to github actions.
Github actions is executed only when pushing to
mainbranch, or upon creating a pull request. Github compilation hours can be reduced this way, as it won't compile every action on every push.
