Zooming out with '-' works fine, but when hit '+' it resets the zoom to the default instead of zooming in one level.

Its because your "=" is the same key as "+". Try shift and "=". It'll work.

I plan to add mousewheel zooming as well.

Hm, I could, but then that brings in a whole host of issues (example: aircraft spawn 100km away; if you pan beyond that you'll see aircraft popping in. Is that good or bad?)

I only want it because there some fix points that are outside my screen and I want to be able to see them without zooming out (because then everything is too small). If you make the visible map a fixed size and the spawn area right outside that then you won't ever see aircraft spawn.

Mouse panning would be awesome, probably just need to add some kind of border to show where your scope ends. Maybe use right-mouse - drag?

Seems to work perfectly.

Side note: I used the prop.<module>.<variable> pattern so that it's easy to figure out what file the variable is managed in; also, it's much harder to accidentally overwrite variables in other modules then.
