feat: ExecOptions.ExpectResults

- Export ErrNoResults/ErrMultipleResults to allow the caller to handle
  these conditions programmatically.
- Add ExpectResults option to allow Exec calls to return ErrNoresults
  when queries return no results.
- Tests for ExpectResults, using Execute
```
