Implement buddy list like in zulip-mobile.

Implement a buddy list which shows all the users whom the user has past messages with. This could potentially be a good place to put group pms too.

I am thinking it as a overlay (like help view) which will have two sections users and group pms. What do you think of using `b` for toggling the buddy list? The users and group pms in the list will only include recipients in the privates messages already fetched during initialization. In case there are no private messages fetched I am thinking of fetching 20 recent private messages before displaying the buddy list. Since the list is small I feel there is no need for a search bar right?

Showing individual and group PMs by order of most recent is a definite important feature to incorporate - identifying previous conversations can be challenging otherwise.

While the popup approach does work as a v1, we should clarify further how we may want to take this in a better-integrated future iteration, as ways to integrate "topic-like" behavior have been discussed in #zulip-terminal, as well as locating this kind of window directly into a side panel.
