What happened?

As described in #531, this ticket addresses the greatest source of 404s: A broken link in the Guides' footer.

Currently the link is to: https://www.gsa.gov/about-us/organization/office-of-civil-rights/notification-and-federal-employee-antidiscrimination-and-retaliation-act-of-2002, which results in a 404.

The link should be updated to: https://www.gsa.gov/reference/civil-rights-programs/the-no-fear-act
