In retail if a player portaled into TN and you were there to gank him, you could start melee attacks or war spell windups while they were still purple bubbles before they exited potal space.  The attacks did not have an effect, but it allowed you to already be swinging or winding up a spell when target exits portal space

It does not include the item rewards from Podtide, like Ground Anus, A Fuckin Bang, any of the Morph Gems, etc.  It also does not include the code to support Morph Gems - that can be a separate commit.  It does include the reward vendor weenies but they are not placed on landblocks.

This commit is a good starting point if any server wants to use this feature.  For Doctide though, we'll remove the town control currency "A Phial of Innocent Tears" and instead reward PK Trophies; this will be done in a separate commit.  And we'll likely move the town conflict locations to dungeons, and change the rewards and reward vendors quite a bit.

update PK player corpses to open up after 20 minutes.
this should help with player corpse spam, as players can self cleanup corpses for DI's/sellables.

This command allows a player to force logoff a character that's stuck in game on the same account.  The target has to be on the same account and cannot be the character that issued the command.  Normally its not possible to log in two characters on the same account, but when characters get stuck in game it ends up being possible.

In PvP, seeing combat and spell casting messages is important, even if you want to squelch someone's chat when they're harassing you.  Squelch will no longer filter out combat and magic / spell casting messages, or crafting and salvaging.  Emotes and appraisals, as well as the obvious chat message types still are filtered by squelch.

Heal amount is now limited to the amount of HP that was missing at the start of the heal, and does not include the damage taken during the heal animation.

So for example if you have 200 total hp and 100 remaining hp, you start a heal, then you take an additional 50 dmg during the heal animation.  Previously the heal amount could cover that entire 150 hp you are missing.  Now the max you can heal is the 100 hp you were missing at the start of the heal.

Also the skill modifier for spec healing is reduced from 150% to 130%

Replaced item rares that were deleted with Missile D, Melee D, AT, WT and lore rares.

In a previous commit, we changed healing to only allow you to heal for the amount of HP that was missing at the start of the heal animation.  But the difficulty calculation was still using the amount of HP missing at the end of the animation.  Changed it so difficulty uses the amount of HP missing at the beginning of the heal.
