Add Mbed bootloader support to CY8CKIT_062_WIFI_BT and CY8CPROTO_062_4343W #11053

Description

Add Mbed bootloader support to CY8CKIT_062_WIFI_BT and CY8CPROTO_062_4343W targets.

This is needed for Pelion device management testing on these targets. It covers non-PSA targets.

Note, that the linker/scatter files already support the required defines.

Also, the mbed_rom_start, mbed_rom_size, and sectors defines are needed because this target doesn't have CMSIS pack which is used to validate memory regions.

@ARMmbed/mbed-os-maintainers After more testing - I believe this is a bad change. Please do not release this. Cypress changed the way the Cortex M0+ images is merged to the Cortex M4 image in 5.13.1. My changes were tested with an earlier version. The starting address needs to change, plus there are additional changes needed to the linker scripts to support bootloader with their new updates.
