examples:create build_data after example application build

Summary of changes

This PR is for generating build_data.json when tools/test/examples/examples.py is used for building example applications. examples.py should be in use only in mbed-os-ci. Normal building of example application has no impact.

This is for the purpose of building statistical information about number of example applications built, successfully, failed etc in mbed-os-ci. The build_data.json will be uploaded to S3, parsed and uploaded to a DB for generating historical infomation.
