The osKernelGetTickCount() is the only function to get kernel tick information, however it's not allowed to access in ISR. It's already enabled in API v2.1.1.

We will update CMSIS just after 5.6 is out, so you should get that functionality in couple of weeks. @0xc0170 I don't mind for you merging it now. |

Description
The osKernelGetTickCount() is the only function to get kernel tick information, however it's not allowed to access in ISR.
The implementation is already enabled in API v2.1.1.
