Nuvoton: Support M487 v3.0 pin map

Description

This PR is for NUMAKER_PFM_M487 platform v3.0 pin map.
Passed green-tea test as a result "491 OK" and also verified OK on SPI interface SD socket, WiFi connection, LED & so on.

I got a question, this is breaking change for anyone who uses older revision of the board? Can this be done to support v3 and earlier versions?

In actually, we didn't sell any earlier versions. V3 will be the 1st version to sell online, we will enable the url of online store and update pin map image in mbed board web page after finish the merge of this PR.
