create the execution role on the target account (the account you want to deploy stack in it)

• upload the AWSCloudFormationStackSetExecutionRole.yml file in your aws cloudformation in your target account

create the administration role on your admin account

• upload AWSCloudFormationStackSetAdministrationRole.yml file in your cloudformation in your admin account
