Introduce regime for hierarchical release notes

## Background
Default regime does not work with issue types.

## Feature
Introduce new regime which will generate Release notes where issue types are used to build hierarchy of issues.

## Example of hierarchy
- Epic
  - Feature 1
    - Task 1
    - Bug 1
  - Feature 2
    - Task 34
