Fix applicability reviews becoming stale solely because a workspace migrated from model 11 to model 12. Equivalent Requirement, Control, Commitment, and Complementary Control reviews retain the existing model 11 compatibility paths, including Git-backed historical recovery. Material applicability changes still require a new decision, and stored hashes and reviewer dates remain unchanged.

Model 12's independent Obligation schedule-set review remains required. Existing Collection Review bindings are preserved.

Validated with migration and substantive-change regressions, CLI/browser parity, Playwright checks, full Node 24 validation, package inspection, and a fresh generated workspace.
