Native Policy reviews now link their exact Policy and Document populations to Work Queue occurrences. Meetings, Risk Assessments, Access Reviews and Vendor Reviews use their declared scope and actual execution dates, with required proof, actors, passing results and review dates.

Existing unchanged completions can be linked and retried without rewriting their records or governed-content approvals. Executions reviewed later retain their original allowed completion window. Historical populations and future cutoffs remain intact.

Model v13 continues without a migration. Upgrade hosted readers before saving these newly supported occurrence links; older runtimes retain the missing scope matcher. Publishing npm packages does not deploy hosted services.

Validation: full Node 24 validation, focused native-completion regressions, package inspection, dependency audit, fresh consumer generation, and browser population reconciliation checks.
